Should we really use one for our 30 amp service and if so what is the best ones to get?

Delay for the Progressive Industries portable EMS-PT30C and EMS-PT50C is fixed at 136" and cannot be changed to 15" as can the hard wire versions EMS-HW30C and EMS-HW50C. I run the short delay most of the time with my own EMS-HW30C as I don't use A/C often and 15" is plenty of time for the unit to analyze incoming source power and decide if it's acceptable.
