Should we really use one for our 30 amp service and if so what is the best ones to get?

It's fixed at 136" ... i.e. 2 minutes, 16 seconds. I've actually timed my own EMS-HW30C and it's two delay settings are indeed 15" and 136", accurate to within a second.
