1. He has EPDM and the Tear allowed moisture in the roof and caused the plywood type decking to swell, hence the bubbles under the EPDM
2. I would install a small square of Eternabond (2 inch square) and then coat the patch with Dicor.
3. The "seam" is the tape that bonds the underlayment wood at their seams.
4. IF he has full coverage insurance, then the insurance will pay for a new roof and decking. THAT is what needs to happen. Doug
