Try the same water heater at 45F input, like is found here in Oregon and in Washington state. That causes the water to come out of a tankless water heater lukewarm. . . Or you would need to lower the gallons per minute if the water is coming out warm, not warm enough for a good shower.

Not true. We spend a bulk of our time in areas with cold incoming water temp. The units work best with this scenario. When the incoming water is warm that is when they struggle... over heating and cycling on off due to the temp safety switch. The new Girard has manual heat control that allows us to change the heat hot to cool.
