I don't think it will actually go through for ALL vehicles. It will be too cost prohibitive for most everyday folks. However, I could see it happening for company vehicles and public transportation vehicles (including cabs and uber).
As to our society, one of the main differences is that we (as a people" see drinking as a way to get drunk. Other societies see it as a pleasurable taste.
It amazes me how many people think that "getting drunk" is the purpose of a get together. While it makes for a great song, it sucks in reality.
