That would probably decrease the number of crashes and near-crashes considerably. It's something that should have been done already, and no reason it can't easily be done.
I agree texting is super dangerous. I have thought about how easy it would be to make them in operable while moving at a certain speed. But then nobody in the passenger compartment would be able to use theirs either and that would be a major problem for most people.
