That is one failed state...
They need to talk to Michigan. Our DMV used to be the same--wait, stand in line, get forms, fill out forms, stand in line again, learn that you did not correctly fill out the forms, start over... it was a mess. Now, you walk in, take a number, and even if it's busy, you're out the door in 20 minutes. It's a model of efficiency, for the most part. Renewing a license plate can be done using a machine in the lobby 24/7. Almost everything can be done by mail, or online.
If this inept state can do it, anyone can.
