There is a tape (one name is Atomic Tape) it was developed for the military. It is self sealing tape. I've seen it at RV shops, Hardware stores and Lowes/Home Depot type stores. It looks like electrical or vinyl tape.
As you wrap it, it seals and will hold when wet or under pressure.
I've also read of people using JB Weld to seal PVC or ABS plastic.
