In incoming power line has shorted. The hot wire shorted to the common wire. Now the hot wire is dead and power is coming through the common.
Are we talking 110 volts? Not 220??? If so: I'm not saying it isn't possible but...... I think you better double check that. I don't see any way that the black wire would be dead and the white wire live unless some FOOL hooked the white wire up to the breaker and the black wire up to the neutral bar in the panel. I'd be really surprised if what you're saying about the short is correct. I'm not saying you are lying, I just think you need to double check it and if you're not 100 percent qualified you need to find an electrician who is. Replacing the wire would be a bunch of work and what you say happened seems impossible. If it really did somehow do that, I would like to understand how. What color is the outside of the wire and how many wires are there in it?
