Go to a dirt lot, at idle speed apply the trailer brakes with the controller, if the trailer brakes can stop the truck they are working.
Then go look at the trailer tire marks in the dirt. Are any sliding while the others are rolling to a stop? If so adjust that brake. Did they all roll to a stop without sliding? Set the controller to a slightly more aggressive setting and try it again. This will indicate if one tire is getting more juice than the others or if one has the star adjuster to tight.
