What brake controller are you using? Are you getting any error messages?
Low stopping power could very well be mechanical in nature,too. Especially if the wheel bearings were greased via the zerk fitting on the axle end....
Where the brakes properly adjusted before the road test that determined the low stopping power as a problem.
Really need to establish mechanically that the brakes are fully functioning before attacking the electrical system. At least, if don't want to do things multiple times.
With that all being said, inadequate wiring and crappy connections are real common on rv trailers.
I have been through this issue on my current toyhauler. In then end -the problem was wiring scheme, the poor connections, and the wire gauge used for the amps/wire run length.
