The ratings on the appliances are the max possible usage. You are also measuring on resistive loads which don't have the surge that an inductive load does.
x2. The heaters usually even on high don't use all the watts they are rated to. An a/c compressor really digs down deep to test a genny on start up, although I have no doubt a 3kw Champ inverter could very easily handle a 13.5 a/c unit.
