I have the same problem. My ball valve went. So while replacing the ball valve I replaced the blade gasket. Long story short I have taken the toilet apart 5 times trying to get the gasket to seat right. Must have not put something back right. What direction is the flapper supposed to go? No directions with gasket. Please don't say you should have looked when you took it apart, it all fell out when I separated bowl. Thought I had it when the flapper moved nicely, seemed tight enough but won't hold water.
