If by "band damage" you mean belt/tread separation, this type of failure can usually be seen by doing a "free spin tire inspection".
Simply Google the phrase.
Sidewall "Blowout" is the popular term for "Run Low Flex Failure" which occurs when a tire has lost a lot of air but the vehicle continues down the road because the driver does not know a tire has lost air. This results in excess heat in the tire sidewall and the melting of the polyester body cord. The use of TPMS can provide sufficient warning to allow the driver to stop before the tire suffers this type of failure.
