So much for that thought - I was going to suggest that the AC was busy dehumidifying and hadn't got things to where it could start cooling yet. That would be true around here, but not at 15%. Probably not enough insulation in the ceiling... It may actually cool slightly better with the panels mounted on the roof as that portion of the roof would then be shaded.
