I'm no different than most in that I used to
assume that campsite power would be wired correctly, that is until I started running into situations myself where it wasn't or the receptacle contacts were grossly abused yet hadn't been replaced or voltage was exceedingly low or the service cable feeding that post was substandard or whatever ... the list goes on and now that I look back on it I can recall countless times when that power source wasn't what it should have been. :M Unbelievable, but common enough that it seems the only real solution is to carefully check it yourself before plugging in, using any one of the tools previously mentioned - DVM, polarity checker, some sort of surge protector or electrical management system, even an energy meter that can continuously monitor the incoming source voltage during one's camping stay. Unfortunate it has to be this way but it sure seems to be not uncommon at all.
