Sounds like the charger is connected to the battery post rather than the frame side of the shunt. Remove pedestal power and turn on some lights. Does the 2030 show the negative amps? Leave the lights on for awhile, turn the charger on and you should see positive amps going into the battery.
Make sure there are no parallel paths from the negative battery post(s) to the frame ground. All battery amps must go through the single shunt path. Check all of the small control wires from the shunt and positive battery posts and make sure they are wired correctly.
Until the amps and voltage display correctly I wouldn't be concerned about the SOC display. And make sure all of the battery parameters are set correctly for the SOC.
