You know the paths from battery to DC fuse panel are good because your 12v stuff works off battery. The problem is the converter's input or output to the fuse panel.
That noise might be the converter's fan gone bad, not sure that would affect output.
You can use your gen's 12v/ 8 amp to get some charging done if you have the 12v kit for it.
Anytime, no gen, pull the Iota's reverse polarity fuses and see if they are blown. Also can check that the converter's output wires to the DC fuse panel are connected.
EDIT--wrote this before noting the noise--means 120v input ok?
With gen on, confirm the 120v receptacle the Iota is plugged into is "live" by plugging in something else. If it is not, see if there is a GFCI popped on that receptacle circuit. Snap the breaker marked "converter" or "receptacles" back and forth. (sometimes they put the converter on the receptacles' circuit, which can have a GFCI somewhere like by the bathroom sink)
Try the Iota plugged into a different known to be live receptacle via extension cord (if available)
