Regarding an inoperative AC unit, my first move would be to stuff more refigerant in it (but not overfill) and see what happens. Even if the stuff immediately flew out a 1/2 inch pipe, you'll know more quicker and cheaper than a professional inspection. If the AC doesn't revive, THEN I would call a professional and get ready to start writing checks. BIG checks.
Chances are the AC was underpowered on the day it was built and in perfect working order. For this reason I would demand up front "estimates" of the cost involved, not just for an inspection but for the progressive levels of repair that will inevitably be recommended.
