Sort of need more info. Pressure in the tank, location of the hole and contour of the tank at that point? One possibility might be a patch such as is used on an inflatable boat where a slot is made, an oblong stiffened patch is inserted and fastened with another similar shaped piece on the outside. It all depends on the exact specifications of the tank and hole.
