I see above the rated amps with a Short circuit test even here in Denver. then again that rating is for sea level, not a mile high. The voltage on the other hand does seem to have a limit or the MPPT gain would be up to over 20a.
Mex has a 24v bank, he doesn't have to have MPPT to use higher voltage panels. A decent PWM controller would work and save a lot of money. He may lose a few amps but it may be cheaper to buy a extra panel than a pricy MPPT controller.
