While it may not happen in a perfect world, It can happen in extreme conditions. Checking by the above method will test the generator's ability to start under worst case load.
Using under-powered equipment can easily cause "brown-out" conditions shortening the life of an air-conditioner.
My central air-conditioner at home is now over 40 years old. I opted for over-size which eased the working load on the unit. We live in a city that rarely has power problems.
Buying and using equipment correctly sized for current and future use always pays off in the end.
