Hi,
This would be true if the jars were 12 volts in parallel. However, they are 6 volt in series, so each cell will receive a theoretically equal charge. If we split hairs, then like as not one cell will lag behind, which is why, from time to time the bank should be equalized.
If you follow the op's link it is a 1.5 watt panel, not 1.5 amps.

So that 1.5a charger is at best a 0.75 charger.
