There are a few (very few) tunnels that will have a sign to require the propane off.
Statewide ban? No

Gasoline vapors are heavier than air so a spill will dissipate near the ground. Not really going to jump up four feet and grab the pilot. Similar to your gas water heater being elevated in the garage for safety.
