One foolproof way to tell is run a screw out and look at the threaded part. If it's rusty, the issue is underneath.
Well, I peeled back the vinyl trim a bit, and water came out and the space was filled with slime. As the vinyl trim is old and loose, I'm pretty sure that's my problem.
But when I replace the vinyl, I'll pull out a couple of screws to be sure.
