Don isn't in Mexico. That's why it was a pain getting it to where he is (probably a pain for US residents as well). Postal and courier service in Mexico is a joke, not to mention buying and shipping across the border, no matter in what direction.
Yes, high voltage is common in Mex, and so is a low voltage. They keep it too high to prevent dropping it too low when load on the grid increases.
