The ad is wrong. Lowest voltage is around 13.3
This is an emergency vehicle alternator voltage regulator and Transpo owner Frank Oropeza demonstrated one of the first ones to me in 1981 in my shop. He took a pair of high amp 240vac leads and stabbed every terminal block screw trying to blow it up. It worked fine under load. The unit has a 50-amp power transistor and 10-amp driver. A voltage divider with zener rated at a full watt. Huge capacitors and Motorola MR2535 avalanche retifiers. It is impressive.
