You got it about half right. Those of us with 120V 1500 watt water heaters learned long ago to buy a 240V 6000Watt heater as a replacement (if it will fit the length - measure first). At 120V it will only be 1/4 the power. It will cost more, but as cold as the surface will be, it will last forever and it will also cause way less scale to form.
