Water heater flame help - adjustments not having any effect

I have a 02' American Standard water heater ASEDV-6SR (6 gallon DSI) I'm trying to get dialed in (used RV - history unknown). Good news is that it's reasonably clean, starts easily, and heat works ...

Clean the orifice !!
It is the fuel blowing past the window that draws the air in the window.
If all other flames are normal, the regulator pressure is ok.
