Water heater flame help - adjustments not having any effect

I have a 02' American Standard water heater ASEDV-6SR (6 gallon DSI) I'm trying to get dialed in (used RV - history unknown). Good news is that it's reasonably clean, starts easily, and heat works ...

Also try cleaning The exhaust side or where the hot air comes out at the top a golf ball should be able to roll through the tube(exhaust) from top to bottom.
