Water heater flame help - adjustments not having any effect

I have a 02' American Standard water heater ASEDV-6SR (6 gallon DSI) I'm trying to get dialed in (used RV - history unknown). Good news is that it's reasonably clean, starts easily, and heat works ...

Did you adjust the gas valve to restrict the gas a bit?
Not familiar with these but have adjusted stoves and furnace gas valves.
Set screw is often under another screw plate cover of sorts.
