WH electric element is 1400W (roughly 11.5 amps at 120V)
30A power source would still supply 11.5A @120V.....just would be more amps available for other items (converter).
After initial fill of WH with cold water (70*F) the electric element will take over an hour to heat 6 gallons
Don't know how cold your source water is.....could take longer on initial heating.
Sounds like it is working.
Use your meter and check for 12V DC on WHITE wire on circuit board (outside compartment) with electric switch ON and on BROWN wire AT & THRU t-stat. With t-stat CLOSED you should have 12V on them.
NOTE: wiring at switches. Colors are what trailer mfg. used for running 12V power to switch and from switches to junction box.
