If that is on the front (outside) of the tank, it should have a piece of foam insulation covering it and the ECO. There should also be a large washer (metal on older ones, clear plastic on newer) between the spring and metal tabs- the washer has a cutout on it to slip under the tabs while rotating.
IOW- if everything is installed correctly, there shouldn't be a problem. Worst case- buy a new thermostat/eco assembly- under $20.
