Light off stove top burners to place a demand on LP Reg and get propane flow established
Then try water heater again and again.......can take a few attempts to get propane flow established to all propane lines/appliances.
Propane system is only 0.4 psi and water heater (furnace, fridge) have safety features that require flame be proven.
Try it again....
Provided it IS Sparking.
