When the problem first presented itself, the first thing was to remove the filter. It seemed to be the most likely place that would introduce the effervescent nature to the water, but the "foaming" continued.
The "foam" is not that like associated with detergent or sewerage, as it's more of a bubbly foam that actually "sparkles" like club soda to a point you can feel it twinkling your nose when you smell it up close. If it didn't have the slight "manmade" odor, chemicals or some type of breakdown in the filter or hose's lining would not bring reason to consider.
Yes, it does appear after sitting in the pipes for a while (today about 6 hrs). If the foamy water left to sit in a glass, it clears totally.
When we first encountered this, running the water did nothing. Today, it cleared the "foam" and has not returned in the last 5 hrs or so. The foam is distinguishable when it pools in the sink over the strainer.

If you are in BC, then it can't possibly be the water. ;) Drinking water quality in Canada is generally quite high according to Health Canada. I would say it's not the water, especially if it happens at more than one CG.
No point in testing the water if so far from home and you don't frequent the area. Have you tried removing the filter to eliminate that as a cause? What are the filter specs and do you change it periodically? Some filters don't last long.
What does the water look like directly out of the CG faucet? Is there any difference if the water sits inside the piping system for a while compared to drawing it through continuously?
In trying to come up with ideas on google, this is about all I could find:

http://safewater.supportportal.com/link/portal/23002/23015/Article/21511/What-can-cause-tap-water-to-appear-foamy
If it's not filter related, it would seem like potential causes *could* be biological or chemical in origin and a water test is needed.
