I really encourage you to try calling the local Water District and talking to a water quality specialist.
Being the curious type, I tried the internet last evening for some time without success.
Air leaking into a piping system can cause this in some cases, but I highly doubt you have a leak inside.
Does the water have an odd odor? If so, can you describe it in more detail. Can you find out if the water source is private groundwater or a larger municipal distribution system.
We're out sightseeing for most of the day and can't research this any more until this evening.
