I bet the problem is the gauge......not the regulator.
Does the gauge register '0' when not connected?
The gauge is NOT an high quality type gauge. Not oil filled for damping just a straight bourdon tube pressure gauge. It has been whacked out of calibration.

They are throw aways (you can remove front cover, then remove the two screws in back and pull gauge out of frame to access the backside and bend bourdon tube to sorta re-calibrate) but it's easier to just replace gauge.
Most any hardware store.
