Depends completely on the size of the battery bank, that statement might be true on a single small bank but not on anything bigger.
I have a PD4655 in good working order, and it took between 90 and 105 minutes for the voltage to go above 14 at 55A or above. That is being measured about 1/4 way between the converter circuit board and batteries (Need to move the reference). The circuit board did go over 14V at about 75 minutes.
That was with 2 300AH Lifelines drained to 12.21 volts, wiring is not an issue and the run is less than 5'.
