A few years back I replaced the ol' WFCO with a new PD 4355 w/pendant and charge wizard. The new converter and 12v distro board was a direct drop in to the old WFCO case. So now I have a WFCO 8955...

Thread Drift Warning
I am not aware of any such law here in the states. HOWEVER.....
Years ago (1960's) many hospitals took advantage of a give-away program.. Basically you submitted a request and they gave you money to make it happen, perhaps a new X-Ray (Like on Miracle on 34th st) or a new _______ for the hosptiat.. Very easy almost no request was declined... But there was a thread attached back then (Back then nearly everyone had a job and insurance provided by said job, Unless you were self employed like we farmers, and we had insurance as well).
The thread, now a major rope... The hospital accepting the grant had to agree to treat anyone who came to their door, WITHOUT REGARD TO THE PATIENT's ABILITY TO PAY.
now, emergency stabilization and transport to the county hospital is allowed, but .... Same as Mexico it seems.

It is federal Mexican law that doctors and clinics must render aid at no cost to a patient so as to stabilize them enough to get to a regular medical facility of their choice. In hurricane season (right now) it is common for Mex 200 to get blocked by mud or the low section near Acalpican to get flooded with two feet of water covering the highway.
