OK that 30a fuse is called the "battery fuse" so your converter output (if any) cannot charge the battery. However with that blown, your battery cannot run the RV DC fuse panel things either.
You can test for that by closing the "battery disconnect switch" and if no lights, replace that 30a fuse and now you should get lights from the battery. That will not explain why that fuse keeps blowing though. That might be the converter's fault if it is fried.
If that converter is a plug in to a receptacle, unplug it and see if that fuse keeps blowing anymore.
