The converter is putting out power properly (as good as the cheap WFCO can) and I know the best thing to do is to replace the whole think with a good PD converter, but I can't rationalize spending the money at this time if I can get my soldering iron out and replacing a part or two.
Other than "throw it out" or "put it on the bench" does anybody have any advice/knowledge about how I could fix this puppy?

You might start by describing the problem. Is it on and not turning off? Is it off and not turning on? What is it doing that leads you to believe something is wrong?
