I have a WFCO 8955 in my current Freedom Express and had one in our previous KZ Spree ... based on your description I'd suggest your converter fan is working just as it should. You'll likely never see this converter go into a bulk charging mode at it's rated 14.4 volts but few of us who own this converter see this anyway so as long as it's otherwise outputting I'd forget about it and only swap it out for something better if the WFCO actually fails.
