This sounds reasonable and most likely to me—though it could also be the breakaway switch system for electric brakes as well as or instead of a tongue jack. Whatever it is, it isn't working—if it's the breakaway brakes, that needs to be rectified before you tow (legally required in most states, and good common sense everywhere).
The best way to know for sure, of course, is to trace out the wires and see where they go.
