Jeff you probably have fine particles of rust in your tube blocking some flow. Your burner tube looks good from the picture. Do you have a hard time starting the refer flame? Does the flame flicker or is it constant yellow? The slots in the tube rust also causing the air to propane ratio to be off. After cleaning mine multiple times the flame looked like yours, was hard to start and flickered. I made a slider to go over the tube to adjust the air because I could not buy a direct replacement for the refer due to age. Norcold wanted me to by a whole new refer. The slider got the flame more blue and worked for a couple of years until the slots rusted out almost completely. Finally I found out I could replace the burner with another part number but had to flair the tube end. This fixed the problem with a nice blue flame. You can put a screw driver tip over the first slot to see if the flame gets more blue in which case I would change the burner tube along with the Al line.
