That is your problem! You must have a charger that can do 14.6ish volts or more to get anything done at all in your 90 minute window.
14.8v at 25C/77F, which is the spec for many battery types to be charged at, is 15.2v at 5C/35F in the cold. Most converters won't help with that, so 14.8 is better than 14.6 if no temperature compensation.
That is the beauty of an adjustable voltage charger. You can set it to the right voltage for the situation.

There do exist chargers with a temperature probe that automatically increase the voltage at lower temps. But they are pricey.
And one advantage of AGM batteries is that they can be placed inside where it's warm so you don't loose 30% of capacity when it's freezing outside. But they too are pricey.
