The actuality is that the device draws the power, hence the amount of source current would be the same at 108V as it is at 120 V. If measured in watts, the two situations would be identical. If measured in VA, the 120V source would need less amps.
BFL, I'm sure you know it and probably have a better handle on amounts than I do but the 15A converter used as an example is "rated" to draw no more than 15A. It's likely that it draws less.
