This don't seem right. You were removing much more from the battery than what the converter could replace, therefore leaving the battery in a partially depleted state. Why would the converter return to float mode on a partially depleted battery ?
I am not saying that this is not normal for a PD converter, because I have no idea what mine does under those conditions.
