The silicone spray and "gluing" the cable boot back down with some more sealant has always taken care of any water problems we've had. Raising and lowering the antenna makes the cable move and therefore it likes to loosen the cable boot so the rain gets in.
You did notice that besides using the silicone spray on the gear mechanism, there's a hole to shot some inside of?
