Water condenses on the top of the tank, then drips off and settles to the bottom of the fuel. The fuel pickup is at the bottom of the tank. The engine will start using the fuel in the fuel line and then die as the fuel pump sens the water from the bottom of the tank to the engine. Get some Dri-Gas if gas, or other additive if diesel. Keep the tank full up to the top when parked to keep condensation from forming.
I'm also reminded of my nephew's explanation of a fart....he theorized that farts smell because they contain vaporized poop, which he referred to a "poo particles".
