1. BELOW 12.8 volts IS NOT OK for ANY charging
2. You state it IS an Inverter/Charger? If so, then something is wrong in the battery connections. With the Converter breaker OFF, you should still have 12.9 plus charge voltage from the Inverter/Charger, UNLESS the 120 power TO the Inverter/Charger is the SAME breaker circuit as the Converter.
3. IF you do have an Inverter/Charger, YOU NEED TO DISCONNECT THE OEM POWER CONVERTER. You cannot have a dumb charger(Power Converter) and a smart Charger(The inverter/charger) BOTH doing the same thing. That is why you are overcharging.
4. Now if the Inverter/Charger is on the same circuit as the Power Converter, you MUST disconnect the Black Hot wire from that breaker that goes to the Power Converter.
5. Then retest your system.Doug
